Clarke, M., Kula, W., Fengler, M., Pencheva, G., Vermeij, R., Ebert, L., & Moroz, L. (2024). Creative Pulse: A Survey on the Status and Working Conditions of Artists and CCS Professionals in Europe. Survey Report. Panteia & Culture Action Europe.
This document presents the findings of a European survey carried out between December 2023 and February 2024 to assess the status and working conditions of artists and professionals in the cultural and creative sectors (CCS). It is based on responses from 1,204 artists and CCS professionals across 26 EU Member States, alongside 293 cultural organisations, institutions and policymakers, covering all major cultural fields including performing arts, music, visual arts, literature, audiovisual and design. The study underscores the urgent need for EU-level measures to improve conditions in the CCS, including a European Status of the Artist, fair remuneration, access to social protection and recognition of employment status. While not exhaustive, this report fills a critical knowledge gap and aims to inform future policy developments in the new EU policy cycle (2024–2029).
